Integrated Competency Assessment System (ICAS)

Civil Service Commission RO V

A CSC RO V platform for competency-based assessment, Individual Development Plans, and consolidated learning needs analysis across agencies.

About the system

Built for fair assessment and clearer development planning

ICAS supports Civil Service Commission Regional Office V and partner agencies in evaluating competencies in a structured way - then turning those results into practical learning plans instead of scattered training requests.

Employees complete a self-assessment, prepare a personal IDP, and route it for review and endorsement. Agency HR and CSC can then see approved interventions and trainings in one place for workforce development planning.

Competency assessment

Self-assessment against CSC and agency competencies, with clear proficiency levels.

Individual Development Plans

IDPs that link competency gaps to learning activities, support needed, and success indicators.
